INTRODUCTION
The Reports on Middle East Development [2016-2017] seeks to both form an analysis and assessment of the annual situation development in the Middle East region and major countries, and China's Middle East diplomacy, as well as focus on key topics and areas of Middle East studies and deepen the research on the Middle East situation and China's Middle East diplomacy.
This report forms a basic assessment of the annual situation in the Middle East and China's Middle East diplomacy in 2016 through analysis. The situation in the Middle East in 2016 continued the basic characteristics of intertwined transition and turmoil since the Middle East change. On the one hand, the turmoil in the Middle East continues to deepen, spread and spill over, and is highlighted by the Saudi-Iranian diplomatic crisis, the deepening of the U.S.-Russian game, the attempted coup in Turkey, multiple large-scale terrorist attacks by the Islamic State in Europe and the Middle East, the fight against the Islamic State The crisis developments include the difficult fight against terrorism, the stalemate in the political settlement of the Syrian issue, the rising Kurdish issue, the continued low oil prices, and the difficult transition of the Middle East countries. On the other hand, the Middle East, which has been experiencing long-term turmoil, has also seen a glimmer of hope in seeking governance amidst chaos. At the regional level, despite the deepening game between major powers in and outside the region, the consensus to politically resolve regional hotspot issues such as the Syrian crisis, jointly address terrorism and the refugee crisis, and strengthen international cooperation against the Islamic State has increased. China's Middle East diplomacy made important achievements in 2016. The release of the China Policy Paper for Arab Countries, President Xi Jinping's successful visits to Saudi Arabia, Egypt and Iran, the successful convening of the 7th Ministerial Conference of the China-Arab Cooperation Forum, and the joint construction of the Belt and Road by China and Middle Eastern countries have all contributed greatly to the development of China's relations with the Middle East. The successful visit of President Xi Jinping to Saudi Arabia, Egypt and Iran, the 7th Ministerial Conference of the China-Arab Cooperation Forum, and the establishment of the Belt and Road between China and the Middle East countries have greatly contributed to the development of relations between China and the Middle East.
This report examines the annual situation of major countries in the Middle East. In general, the Middle East countries mainly include three types of countries: first, Egypt as the representative of the country from chaos to governance, the overall situation is that its situation has improved, but the outlook is still not optimistic, they are to a large extent only the initial completion of the task of maintaining national stability, but far from finding a suitable path for their own development; second, Syria, Yemen, Libya and Iraq as the representative of the continued turbulent countries, which are still in serious turmoil, with national reconstruction severely hampered; and third, most other Middle Eastern countries facing transition pressures, all of which are addressing various long-standing problems and enhancing national governance capacity through political and economic reforms. The first two types of countries are still in a stalemate of intertwined transition and unrest in 2016, with no new breakthroughs; the countries facing transition pressure have two noteworthy phenomena, namely, the Gulf Arab countries are actively promoting the transition of national economic development, while the attempted coup in Turkey has exposed the profound pressure they are facing. However, from the perspective of the whole region, people's minds are being fixed, avoiding chaos and seeking governance and development are becoming the common aspirations of regional countries and people.
The special report Extremism and Terrorism in the Middle East focuses on the extremist ideology of the Islamic State, the ideological and leadership struggles between al-Qaeda and the Islamic State, foreign militants in the Syrian civil war, the development of al-Qaeda in the Islamic Maghreb, and the development of extremist groups in Yemen and their influence.
