Shu Meng: Adjustment and Contradictions of the "Sixth Eye" Spawned by US-Israel Intelligence Cooperation on Five Eyes Alliance

Abstract: [Purpose]To explore the actual impact and inherent conflicts of interest of the wedging of the  Sixth Eye spawned by US-Israel intelligence cooperation on the Five Eyes Alliance mechanism. 

[Method]Against the backdrop of diversified global security threats, based on the alliance change theory, this paper analyzes the functional absorption of Israel's intelligence resources by the Five Eyes Alliance and the structural contradictions between the two sides in terms of interest distribution, normative identity and power balance. 

[Result/ Conclusion] The Five Eyes Alliance has incorporated Israel into its functional cooperation framework by formulating standardized cooperation rules. The two sides have in-depth coordination at the technical and operational level but significant frictions at the political and strategic levels, which has promoted the evolution of the Five Eyes Alliance from a closed model to a radiating network model and formed a multi-level cooperative structure of Five Eyes Plus. This not only strengthens Western intelligence hegemony, but also stimulates non-Western countries to build independent intelligence networks, promoting the development of the global intelligence order towards multipolarity.
