Abstract: On February 2, 2023, a bipartisan group of U.S. Senators sent a letter to President Biden stating that the U.S. Congress could not support the sale of F-16 fighter jets to Turkey until Turkey ratifies Sweden and Finland's membership in the North Atlantic Treaty Organization (NATO). This was the first time that the U.S. Congress explicitly and directly linked the sale of F-16s to Turkey to Sweden and Finland's application for NATO membership. in May 2022, both Sweden and Finland applied for NATO membership, subject to the unanimous approval of NATO member states, including Turkey.
