INTRODUCTION
With the theme of Risks and Responses to Promote 'One Belt, One Road' Construction in the Middle East, the Reports on Middle East Development [2017-2018] analyzes the risks and responses to promote the construction of One Belt, One Road in the Middle East. The report analyzes the risks and countermeasures of promoting the construction of One Belt, One Road in the Middle East, and conducts an in-depth study on the risks and countermeasures of Iran, Saudi Arabia, Egypt, Israel, the United Arab Emirates and Oman, the six key countries in the construction of One Belt, One Road.
In the macro study, the report focuses on the political and security risks in the Middle East region. In terms of political risks, the report analyzes the risks at three levels: major power game, regional politics and domestic politics of the countries along the route, and proposes that China should strengthen mutual understanding and strategic interaction between China and the U.S., avoid getting involved in geopolitical confrontation between regional powers, and implement precise measures according to the differences in political risks of different countries.
In terms of security risks, the report focuses on the security threats of regional conflicts and terrorism, and proposes that China should objectively and accurately assess the security risks in the Middle East, apply the new security concept to shape security in the Middle East, creatively apply the principle of non-interference in internal affairs, promote a political settlement in the Middle East, help Middle Eastern countries enhance security capacity building, and strengthen China's moderate military presence in the Middle East, among other countermeasures. In terms of country studies, the report selects six relatively stable countries, namely Iran, Saudi Arabia, Egypt, Israel, the UAE, and Oman, which have the basic conditions for promoting the Belt and Road construction. The basic judgment is that these countries are basically politically stable and respond positively to the Belt and Road initiative, but also face varying degrees of risks in political, political, economic, social, legal and other fields. Each thematic report also proposes specific response strategies for the different risks in different countries.
