Abstract:The civilizations and cultures in the world are diverse and varied. Major cultures and civilizations do not exist independently, in conflict, or isolated from each other. Mutual communication and integration are the norm for the development and growth of human civilization, and the exchange, learning, and mutual learning between different civilizations provide a powerful and inexhaustible source of motivation for the development and progress of human society. For over two thousand years, the main theme of civilization exchange between China and Arab states has been mutual assistance, equality and mutual benefit, and inclusiveness and mutual learning. The basic characteristics of civilization exchanges between China and Arab states are shaped by the factors of their power base, material resources, strategic thinking, and the influence of third parties. As a result, there have been practical concerns about the exchange of civilizations between China and Arab states: emphasizing security and development, pursuing equal status, and responding to cultural conflicts. Building a community with a shared future between China and Arab states is the overall goal of China's diplomacy towards Arab states in the new era, and promoting civilization exchange between China and Arab states is the direction of China's efforts in diplomacy towards Arab states in the new era. On the one hand, China and Arab states need to implement Global Security Initiative and Global Development Initiative, shape China and Arab with sufficient competitiveness, and thus ensure the foundation for the exchange of the two civilizations. On the other hand, both sides need to implement the Global Civilization Initiative, promote cultural diplomacy and equal exchange of civilizations, establish a new form of symbiotic cultural exchange between China and Arab states, and thus enhance the quality of the two major civilization exchanges
