Qian Xuming: China-Arab Renewable Energy Cooperation Under the Guidance of the China-Arab Summit

Abstract: In the context of establishing a “China-Arab States community with a shared future for a new era” as articulated at the China-Arab States Summit, China-Arab renewable energy cooperation is showing a series of new features. Based on the strategic consensus reached at the China-Arab Summit, this paper systematically examines the dynamic evolution and practical constraints of China-Arab renewable energy cooperation. The study finds that China-Arab renewable energy cooperation, vertically relies on the evolution of “technology-policy-institution”, has triggered a leap in development stages, and the cooperation has achieved from technological dependence to collaborative breakthroughs and has now reached mutual recognition of standards. Horizontally, through the coordination of “driving force-coordination-sharing-risk control”, the operation capability has been upgraded, and an institutional arrangement with both strategic stability and market flexibility has been formed. Driven by the consensus of the Summit, China-Arab renewable energy cooperation has realized the systematic integration of renewable energy production factors and value chains in countries in the global South through the establishment of a coordinated development network integrating technology symbiosis, institutional symbiosis, and infrastructure symbiosis. This symbiotic network vividly interprets the principle of mutual benefit and win-win advocated by the Summit, and provides a key practical path for building the “China-Arab renewable energy community with a shared future envisioned by the Summit.
